I guess nothing is! I'm pretty sure most of us vote in mid terms. It sure would be nice if most Dems did. Obama could have accomplished so much more with a Congress to work with.

Like most policing institutions, as an organization, the FBI is Manichean. Black and White. You're either a criminal, or not. If enough people say you're a criminal, if you've been investigated, if you don't have a "good business reputation", why then - if there's smoke, there's fire.
A lot of FBI officials (not necessarily the field agents, but the higher ups that assign investigations and sign off on results) have a low opinion on the legal gray areas - such as "civil rights" or "innocent until proved guilty". There's also a significant number of religiously driven people who think that by enforcing the law, they're doing Gawd's work - and tend to put their personal religious interpretation on necessarily secular laws.

That's how you get a major hate of the Clintons by the more authoritarian-driven personalities in the FBI. The Clintons "got away with it" - even though there was evidence of less "it" that the Clintons had done than would have been found on those on the other side of the partisan politics.

Reality and other facts have no value in the process when those in authority are more concerned about politics and religion than actually doing the job under the rules and regulations set out for that job.
So yes - there are some in the FBI who are actively trying to throw the election to Trump. They know Pence will be the one in charge, and they can work with him; he'll give them free rein to do pretty much whatever they want - so long as they leave the religious richt alone.
