After all the phony partisan shenanigans of the 1990s, the Clintons undoubtedly knew there would be prying eyes inside the government trying to get access to government servers and get their hands on anything they could use against her (and other Democrats), perhaps feeding it to Trey Gowdy and other Republicans in Congress: basically political moles inside government agencies. The private server was a way of guarding against that. It probably pissed off the GOP that their moles couldn't get access to her every move.
