It turns out Pierre Elliot Trudeau tried to canoe from Florida to Cuba in 1960. Justin grew up on stories of his father's hippie lefty intellectual past. And his father was from a much earlier generation when communists and dictators were common. In fact Pierre Trudeau was on a US blacklist for a while before he became PM. The elder Trudeau was also a conscientious objector to WWII. Justin has since called Castro 'a dictator' today to correct the record. But he was going on family lore at first.
