Idea for amendment Democrats can file re: ACA repeal.

It's a simple one, highly symbolic and unlikely to get passed. If the Republicans repeal the ACA, and don't replace it right away, then a clause should be written in to legislation permitting any person resident in the USA (with or without documentation) to buy into Medicare at a cost proportional to their income.... if alternative legislation isn't passed by X date.

While Medicare for all is considered to be a Democratic Party policy, Republicans could sign on to this too as it repeals "Obamacare".
