RW Washington Examiner Comes Out Against Obamacare Repeal Without Replacement

Repealing without replacing is an enticing strategy to many Republicans. But it would be error.

"Repeal and delay" is the name for the course of action many congressional Republicans favor. Under this strategy, within days or weeks of President Trump taking office, Congress would pass a bill repealing Obamacare on a future date, perhaps years down the line. Then, with the clock ticking, Republicans would try to force Democrats to go along with a replacement bill.

This is unwise for many reasons.

Nobody who has followed Congress in the past 20 years should believe Republicans would win a test of congressional brinkmanship. Past journeys to the edge of disaster have always ended with GOP surrender, typically after heaping servings of scorn.

Gingrich-era government shutdowns, Tea Party government shutdowns, flirting with the debt limit: none of them were GOP victories. Democrats have been willing to let the GOP blow something up, and Republicans were too divided to stand firm and too muddled in their thinking.

If Democrats filibuster a replacement bill at the deadline of repeal, Republicans will be blamed. That's a law of nature.

AMA also warns the GOP about repealing Obamacare without a solid replacement plan in place first:

The largest group of doctors in the country is cautioning Republican leaders to come up with a real plan to replace Obamacare before forging ahead with repeal.

On Tuesday, Republicans took the first step toward rolling back the law, introducing a budget resolution that will allow Congress to sidestep a Democratic filibuster and dismantle key parts of Obamacare. Republican leaders have signaled they plan to use this budget process to produce legislation by January 27 that includes repealing portions of health reform.

But repealing Obamacare is the easy part. What to do next is much harder — and GOP lawmakers don’t have that part figured out.

Although Republicans have been railing against Obamacare for the better part of six years, they haven’t come up with any concrete policy ideas to reshape our nation’s complicated insurance industry and prevent 20 million Americans from losing the health coverage they gained under Obamacare. GOP leaders have never been able to coalesce around a meaningful plan.
