OK so Israel doesn't really view ISIS as much of a threat. They hate Iran and the Shiites more than any Sunni terrorists. Israel and the Saudi's fear the rise in power of the Shiites. Trump has essentially said he will jump how high the hawks in Israel specify.

However he also is in love with Putin. Putin supports both the rising Shiite power in Iran, and they are propping up support for Syria's minority Shiite leader in that conflict.

So we have this huge Israeli influence in the Trump admin that is hostile to the Shiites and we have this huge Russian influence that loves them and wants Trump to join them in vanquishing the Sunni terrorists.

It's sort of like the cabinet that wants to screw US workers but the people who voted for him that want good jobs, wages and benefits.
