Someone checks in with nothing but a gun case

from Alaska to Fort Lauderdale and that's OK - the NRA owns all these fools.

This young man received mental health treatment and his family say he lost his mind in Iraq.
I'd sue the government if one of my relatives were killed or injured.

and basically told them he was psychotic (hearing voices). It sounds like the FBI didn't do anything. Could they have called this man's local PD and asked them to do a welfare check? Asked the cops talk to his parents?

Unfortunately, you probably couldn't get a competent attorney to take your case - the government is pretty well shielded from liability.

Upon arrival in Florida he went into a bathroom with the luggage,
took out the gun,
etc.

Cable news (MSNBC, CNN) is reporting today that the FBI called the local police who came and disarmed him and took him to a local hospital for a 3 day mental health evaluation.
(Upon discharge from the hospital his gun was returned to him)
