Sir Andrew Wood is likely the former UK Ambassador to Russia who met with McCain

Sir Andrew Wood was in Halifax, NS, Canada at the security conference attended by Senator McCain, and is therefore likely the former UK Ambassador to Russia that put McCain on to the dossier.

ensuring that information about the possible compromising of a president-elect by a foreign power was not ignored and brushed under the carpet? And that passing this on to an elected representative to do as he sees fit with it, rather than running to the media with it, is a responsible course of action?

I must say, judging by your posts, you have some very strange attitudes to this whole subject!

7. The Halifax Conference was about Nov 16, and McCain sent someone to London to pick up the dossier

So the failed low-level opposition research effort sponsored by Republicans and then Democrats became free-lanced at a much higher level directly from the UK after the election.

The UK is desperate to maintain the hard line against Russia.

seen by US government. Perhaps used occasion of Halifax conference to have former UK ambassador speak with McCain.

Huh? At the moment you're sounding like one of the Trump/libertarian trolls on Twitter whose response to any complaints about Russia's conduct is along the lines of "YOU WANT TO START WORLD WAR 3!!!1!"

It's nonsense, and ignoring what's going on, out of naivety or whatever motive, is likely to be much more destabilizing over any timescale.

As others have pointed out, Nov. 16 is after the election, so your original claim about UK meddling fails anyway.

The document - and similar ones citing similar allegations - were circulating in diplomatic, intelligence and media circles for some time anyway. It's more likely the UK government was keeping schtum than trying to "meddle" in the US election as you claim, and this diplomat was concerned about that and the fact the media weren't covering it, hence his little chat with McCain, which may well have been on a personal basis rather than sanctioned by the UK government - unless you have proof otherwise, of course.

So, from what you're saying, it seems you'd prefer these allegations against Trump had never seen the light of day, perhaps for fear of heightening tensions with Russia, or for some other unfathomable reason?

That's ... interesting.
