Their twitter feed says it was an internal roughing issue. It's nice to see how easy Soviet propaganda can flow through...
I know they're Russians and not Soviets but it's all pretty much the same thing at this point in time.

... it probably would just be restricted to your specific market. My buddy is one of the people that track down people that mess with cable TV feeds. Such hacks are usually restricted to specific markets and not nation wide and usually such events are porn put on during football games or on children's TV. To do it nationwide would be almost impossible.
