Can Trump sign a bill when he is Prez that was passed by Congress before he was Prez? In

other words eliminating ObamaCare.

If not, surely they don't expect Obama to sign it.

Imagine a scenario if Congress passes a bill that the President says he will sign. It creates a great incentive to kill the President to think killing the President kills a bill.

Congressional leaders decide when they send a bill that passed the House and Senate to the WH, so anything passed since Jan 1 can be held for Donald the Orange.
