Imagine a scenario if Congress passes a bill that the President says he will sign. It creates a great incentive to kill the President to think killing the President kills a bill.

Congressional leaders decide when they send a bill that passed the House and Senate to the WH, so anything passed since Jan 1 can be held for Donald the Orange.
