1. I believe he's getting out in a few months anyway but, yeah, he should be pardoned.

3. I don't know whether of not it's true but I have heard that he wasn't prosecuted by a Federal Judge

therefore he couldn't pardon the Governor. But, if he can pardon him, he most definitely should.
