Even if a Democrat Wins in 2020, Is Damage Permanent With a GOP Congress?

Think of North Carolina where a Democrat won the Governor seat, but the outgoing Republican Governor and Republican super-majority effectively stripped the Governor of any power.

Can you imagine a lame duck Trump and a Republican Congress? I could see them abolishing a bunch of federal agencies in the wee hours of a Trump presidency, then blocking any incoming Democratic President from doing anything once he or she assumes office.

Getting rid of a federal agency is a long and arduous process that can be slowed down ir derailled at many steps. It has to be debated then voted in the house. Same thing has to happen in senate where it can be fillibustered. That cant be done "in the wee hours".
It worked in nc because the gop overwhelmingly control state house and senate. Thats not the case at the federal level. They have 52 senators. Something that outrageous would need 60.
