Because if they were smart and capable, they'd have done a lot more damage by now. #45 hasn't even sent one bill to the Hill yet! Too busy worrying about how many people made it to his swearing in.

They are malicious, but they are not ready to govern. He is a real estate developer and his cabinet is full of business execs and military without government experience.
