With regards to the guy calling in from Vegas, Vegas had a big recession due to the financial crisis, etc, and he pulls HRJ41 out of his ass.

HRJ41 allows for unfettered "resource extraction" without disclosure.

This changes little from the point of view of the consumer except that it allows resource extractors to cook the books, as it were, in fancy ways. Could lead to instability in the way resources are extracted, but it wouldn't really be felt.
