They couldn't care LESS where their money comes from.

Subsidies? okay
Fees? okay
Fines? okay
The aorta? okay

Investors don't like the idea of capped earnings and this ruling solidifies that 80% mandate of earnings going to the insured and not into the investors pockets.
I may be wrong but that is how I read it.
