Hint he has his own private security force embedded beside the Secret Service, no one is sure how many may be involved. There was major relief when Nixon stepped down and he did not have a private security apparatus.

As backward as it may seem, saying "We don't need a special prosecutor" has the effect of triggering the thought "we need a special prosecutor."
