They have lobbyists who water down any legislation aimed at imposing harsh penalties for hiring undocumented workers but support laws demonizing them. Keeps the waters churning.

Many on the employer side fought vehemently against the E-Verify system.

It reminds me of the cartoon where the rich person has like 90% of the pie and is telling one of the men in the cartoon, "that guy is trying to take your slice of the pie".

While competition and people willing to work for less, does have some effect in some industries. The driver for such a situation is still the employers wanting to pay less for workers. Less expense equals more profit and more ROI. The problem is that it drives everyone's wages lower while making very few people, a lot richer.
