They're assuming that these "intercepted communications" were obtained by the US. They weren't, imo. That explains Clappers denial. I suppose it's highly possible that he is, now, being monitered.

It legally allows US to accept & review gifts of intelligence from foreign agencies... even about US citizens...

So, all of the international meetings & forums attended by 45's associates certainly were monitored by some country's intelligence agency... and if that country has reason to fear a Russian US alliance.. they will gladly provide what they have...
