distract from the investigation of his 'To Russia With Love' dealings and deflect blame to someone else. The thing is that a lot of people have that tiny voice inside (mis)quoting Shakespeare's Hamlet, "me thinks he doth protest to much" and feel that an innocent (or sane) person wouldn't try so incredibly hard to do distract and deflect.

It doesn't help him any that he's lied so much that what little believability (and 'give him a chance') he had with some people is quickly evaporating for a variety of reasons.
