The ban affects large hubs in the Middle East and North Africa, and only airlines from the region, including Qatar, Egypt Air, and Emirates. For an interesting take, read this:

What also makes no sense is why a laptop should go into the belly hold, where it is not checked as carefully as cabin luggage. Lockerbie was in the Belly, not in the cabin.
