Tillerson has a medal from Putin for his service to Russian people. Ross was favorite Russian money launderer. The NATO snub is quite telling.

not word for word, but something to the effect that Putin didn't do this to celebrate installing a president, he did this for the quid pro quo ... that can't happen until the president is installed.
