Prosecutors and law enforcement entities only accept limited numbers of flippers because it usually takes only one or two to break a case. That puts extreme pressure on guilty conspirators to break and flip before all of the "flipping slots" are taken.
Of course some flipping candidates are too high up in the chain of command of the conspiracy for prosecutors to accept their offers, and/or some have committed crimes considered to be too serious. I think the quantity and seriousness of Manafort's crimes, for example, renders him unflippable.
Can you imagine being one of the relatively "lower" conspirators (Nunes, for example?) who knows that Flynn has flipped, and knows that he or she has limited options, almost all of which are horrible? The only options that wouldn't be totally horrible in that scenario would be to flip, or if the Trump crew could put a lid on the investigation (this may be the reason for Nunes' visit to the White House, but I now think it's impossible to quash the investigation).
Which of the rats will "flee" to the FBI first (or already has), and which will be turned down? Inquiring minds want to know!
