Because I remember back during the 9/11 Commission days, Bush agreed to "have a talk" with the Commission, but wouldn't testify under oath. I'm wondering if this is in the same vein. By volunteering, he won't be under oath, and will therefore be able to lie with impunity.

The dirty-as-fuck Trump operatives will "testify," and say say nothing untoward happened and then the GrOPers will claim that they investigated and found nothing.
