With climate change and increasing, more severe storms across the U.S., won't there come a point

where homes and business WON'T be re-built? What I mean there won't be enough FEMA and insurance money to remediate and rebuild?

Today, CBS reported 25 million people were affected by storms across The South this week-end. Lots of damage. If these storms become a regular occurrence versus phenomenon, then won't the money run out at some time?
