There are numerous Holocaust Centers around the country. Here are just three examples:

The Holocaust Memorial Center in Michigan

The Holocaust Center for Humanity in Seattle

Of course, Sean Spicer's use of the phrase smacked of Holocaust Denialism. But I don't really care whatever he personally believes because he's an idiot. So is his boss.

The OP's question was has the expression been used in any other context. I assumed they meant a usage different than Sean Spicer's stupid comments.

I am going to check into my local Holocaust Center this morning where I was told I can take a hot shower. I was told to bring all my belongings and they would lock them up for me. I was told I would have to sign some kind of donor card, but not to worry, it was just a formality. I can't wait for a hot shower.

I am sure that is what Spicy meant.
