Was not part of the sanction negotiation team... but participated in a conversation in which the fact that sanction negotiations had taken place/were underway was mentioned.....

Like: "Any word yet if X has the sanction deal wrapped up?" Or " Once we know that X has the sanction problem worked out, then we can ....."

Sanction negotiation was Probably tangentially related to the purpose for Page's conversation ...
and the references made to sanction related activities were sufficient to establish that Page (& whomever he was chatting with) has knowledge of such negotiations....
even though he might not have been directly involved.....

He'd be useless if he didn't discuss them,
