not the worst ever thanks to william henry harrison.
- failed legislation
- appointees already forced to resign
- multiple scandals already (russia, embezzlement, nepotism, etc.)
- offended allies
- multiple, random, ill-advised military actions (deaths of americans and innocent civilians)
- multiple promises broken

I know you can't get an advanced degree with a C average but you can use a C toward your average. Any way C is average and his performance isn't even close to average.
