On what do you base your projection?

Are any of those incumbents retiring? It is very hard to flip a seat of an incumbent congressperson, as you know!

2. The 4 PA Republican US House Districts I have mentioned are +5R or lower.

3 of those Districts are in the Philly Suburbs .
