A "Special Prosecutor" OR an "Independent Commission"?

I have heard a couple of arguments for an "Independent Commission" today. Senator was on earlier today and he had made a good argument for an "independent commission". I think, under these circumstances, that might be the best way to get the Democrats and Republicans in the Senate to agree to an independent investigation?

Anyway, can that even happen? I thought that, although Rosenstein (theoretically) has full control of the Russia investigation, the only person allowed to appoint a Special Prosecutor on ANY matter is the Attorney General and, even if Sessions has (supposedly) recused himself from this particular case, he can't delegate the naming is an SP to whoever has supervision of that case.

I'm pretty sure the only way an SP can legally be named is if Sessions himself does it.

who prosecuted Scooter Libby. In a case of recusal, the Deputy IS the Attorney General.

Attorney General John Ashcroft recused himself due to a conflict of interest.
Comey, as Deputy then is Acting AG for this investigation.
Comey appoints Fitzgerald to the U.S. Department of Justice Office of Special Counsel in charge of the investigation.

The Office of Special Counsel is an office of the United States Department of Justice. It assumed the functions of the former Office of the Independent Counsel in 1999

The current situation is identical to that one.

Discovered... the only possible outcome is a report.

Which is fine to gain insight as to "how" various hacks were carried out or what data Cambridge Analytica had access to & what they did with it...

But there would be no "actionable" outcome.

And, if they agreed to a commission... then there would no longer be an emphasis on appointing a Special Prosecutor..,

In a way, I feel like whatever has been accomplished by the Grand Juries, and will ultimately be pursued in court, may be sufficient to address the main problems we face.

Special Commissions are usually brought in to make recommendations without assigning accountability.
