Are drinking ages coming down?

In thinking about the recent Supreme Court ruling, I was thinking about drinking ages. Specifcally, drinking ages are decided by the states, but all have set it at 21 because the Federal government will deny highway funds if it is younger. Given the Supreme Court will not allow the Federal government to withhold Medicare payments to states if they don't do what the Federal government wants, will the same logic be applied to drinking ages?
