With the authority to basically classify or declassify anything at a whim. Technically, I think the president HAS NO clearance level. His office is quite literally above classification.

If I'm correctly understanding where the presidential office fits into the classified data scheme... then it really doesn't matter what he shared with Russia as long it wasn't nuclear restricted data (the DOE has final classification authority of sensitive nuclear restricted data).
