a select or special committee of the United States Congress is a congressional committee appointed to perform a special function that is beyond the authority or capacity of a standing committee.

This would be pubic and have subpoena power like the Watergate that took Nixon down.

2. Depends on your desired outcome... if all you want is information then the Spec Committee is OK but

In order for criminal charges to be brought or anyone to be prosecuted, you need a Special Prosecutor...

It is not necessarily an either/or situation...

It is quite reasonable to have an indep/special committee investigating in order to gain knowledge and perhaps draft legislation to address the cyber security issues...

AND have
a special prosecutor to pursue the criminal/ prosecution aspects ...
Since the committee cannot bring criminal charges/prosecute any person(s)...

I suppose that if a committee, alone, was the last resort available to achieve impeachment ...
then going that route would obviously be fine...

But I do think there are some other, more effective, means by which impeachment can be brought about...,
and may already be in the works.
