Someone wondered whether, had the driver been Muslim. whether it would be considered an act of terrorism..

When a person goes shooting at a group of people or rams a car at them and when we're told it's "terrorism" or "not terrorism" right off the bat, it is usually because the perp has a certain look (skin color) or name.

meaning he was drunk on his ass and had several DUIs in the past. There is an element of doubt in whether this was deliberate or part of some drunken PTSD episode.

Not that it makes any difference for the people in hospital or the family mourning a dead daughter.
