Impeachment is a political action. Which actions constitute "high crimes and misdemeanors" is decided solely by a majority of the House and 2/3 of the Senate. The justice department and/or special counsel is only relevant insofar as their opinions persuade a sufficient majority of the House and Senate to take action (or not take action). But even there, the House and Senate could act (or not act) without any action of the justice department at all.

to the House to accept to take it on after one of the key committees (including judicial) have "jump started".

Also sounds like Hose need not wait for a committee to jumpstart and they could decide themselves to take on impeachment process. ( Step 5 above I believe)

It is unlikely that we will get through #2..We may get to number 2, but we will not get through 2 to 3 unless things get much worse. That is my view of it.
.....No, I do not know what "much worse" is... but the HJC is controlled by ...pukes... They will not allow the completion of step 2 unless things will get worse.

Now, Pence won't be better politically, but he may be a whole lot stable...mentally If it gets to a point that we all agree Drumpf has gone mad....then they will approve it...(in my opinion)

Impeachment Primer

1. A motion for impeachment is made in the house with the charges described [ Indictment ]
2. Debate ensues
3. Vote
4. Majority vote means House has determined that probable cause does exist thus The accused is now Impeached
5. The charges move to the senate for the trial
6. The trial Judge is the Chief Justice ( Roberts )
7. Evidence presented
8. Testimony
9. Defense
10. It takes a 2/3 majority vote for conviction 67 senators

Just FYI: In the history of our country no President has ever been convicted

to turn over to the House Judiciary Committee. So don't hold your breath for impeachment next week, or next month. We'd be lucky if it's this year. But I do believe it will happen, eventually.
