1. There are a couple tall trees with lots of leaves in front of the windows.
2. In the clip taken by the drone (that's what it looked like), there were no emergency vehicles. Lights that bright would have reflected off the white paint, too.

My guess is that it was some sort of drill and they forgot to close the drapes.
