southern states are outsourcing there unpaid fines from traffic and court fines to a private collection company that adds thousands in fees to minor fines that poor people cant pay. When they dont pay up they are allowed to imprison them adding 31.00 a day for the amt. they owe.effectivly returning to debtors prisons of the past .
