Wow! I am more covfefe than before!

I am not a lawyer, but he just committed a cardinal sin! He said he would testify, thus his executive privilege went out the window? Can some tell me if I am right?

He was just grandstanding but he probably knows he can't be made to testify unless it's a civil case.
