1. Waste time
2. Hide behind bad memory
3. Answer the question not asked to avoid what was asked
4. Give indirect and hedged responses when forced to respond
5. Avoid giving answers that would make good clips for news coverage
It's an overall strategy to force someone to find hard evidence. This is also why so much was done as two party conversations, without anyone or anything else to verify its nearly useless in court.
