who try to change voting laws which tend to target mostly black and other minority areas in a way to depress turnout there.

Bobby Scott's district was ruled to be illegally drawn so that allowed McEachin to win a seat in another district. BUT in a state where Dems have won the last three POTUS elections, 3 of the last 4 Governor races, and the last 4 Senate races there are 8 Republican Congressmen and 3 Dems.
