Harry Reid let McConnell shut down the senate at will, wouldn't allow Obama to fill court vacancies, including the Supreme Court and stalled legislation seemingly whenever he wanted citing "rules".
Where are all those damn "rules" now?

Actually Reid got fed up with McConnell's tactics and eliminated the filibuster for appointees...
