Parse the words (obviously not his own) carefully. He says he didn't make any tapes. That leaves open the possibility that someone else did, quite possibly with his own knowledge and consent. Comey called his bluff, and it is very much in Trump's interest at this point to say they don't exist, because discovery would be catastrophic for him and those around him.
