IMO, the senate will have the vote next Thursday and pass it to the house/senate conference which will adjust the bill a bit but pass it and send it to the POTUS for signing but.....

by then his power base will understand they are getting screwed and the governors will be on his back.

He also knows when a deal is not worth the trouble and a chance to turn it in to a win. He'll veto the bill.
