But that plan is very similar to plans in other nations that have real universal health care.

Carter had a plan similar to the Nixon plan. Ted Kennedy opposed it because he felt it didn't go far enough. In his memoirs he said he regretted opposing those plans.

I think no one at the time could foresee the skyrocketing costs of health care.
