He says he opposes it because it does not totally "repeal Obamacare". He knows that is not going to happen.
But his real reason for opposing Trumpcare is the effect it may have on his next election? Kentucky has a lot of Medicaid recipients, many of them seeking help with their opioid addiction. Kentucky, with the possible exception of West Virginia and New Mexico, is more dependent on Medicaid than almost any other state in the union. That is the true reason Rand Paul is afraid to vote for Trumpcare.
But, he doesn't want to be truthful about it. He prefers to say that he wants total "repeal of Obamacare" in order to support the Republican plan. In reality, that is the last thing that he wants.

Hopefully, someone can run against him as the "guy who tried to kill KyNect."

I assume most of his income from being an "opthalmologist" almost self certified" was from Medicare, being how old geezers like me are the ones usually seeing an opthologists.they take the government money and run then bitch about it to the suckers. My favorite Ron Paul thing was swapping earmarks with another congressman so they both can say they don't do it for their district. It's always amazing to me how people can get sucked in by these hucksters. Coming back from the DNC to Minneapolis in 2008 I remember seeing the old beat up jalopies with Ron Paul stickers on them headed for his convention. I am sure he has padded his nest well from the marks. they are nothing but bunko artists, but our press kisses their ass.
