When Obama made his first Afghanistan speech, he did it at West Point. Comments were made at the time that he didn't do it in front of anyone that could complain.

Obama wasn't known to salt his public audiences with paid cheerleaders, a practice that has been associated with Trump regardless of where he's speaking. KO's point applies with any venue.
