But he wants to use the 300 billion he stole from people who actually earned it.

He cant if we are all dead, so I am confused where he fits into this and why China isnt being OVERTLY involved.

Putin politically/philosophically want western powers weakened and smaller totalitarian regimes to be the proverbial mote in the eye. I can clearly see why both China and Russia would want an NK with enouph clout to unstabalize the west. Trump is the other card in the hole that makes it work for them.
I think too many times we see a nuclear conflict as world destruction when the reality is that it would be a localized conflict. Russia, China and the US arent going to lob 50 megaton bombs at each other; that's cold war stuff. These would be smaller localized weapons backed by millions of soldiers. Millions could die in SE Asia, the effects would destroy economies and fallout would effect the northern hemisphere but it wouldn't be the EOTW.
