If your locality, for example, doesn't want to provide automatic access to your students by military recruiters, you can kiss good-bye any federal money for your schools.

All of the blue states will adopt single payer plans and stop paying so many taxes to the federal gov't, and red states like his will lose fed money.

Pretty simple, really.
