Can this gun control law be passed into law?

Require anyone that wants to carry a gun to obtain a gun permit/license.
Require anyone that wants to obtain a gun permit/license to be subjected to a thorough criminal/mental health background check.

Which actually makes a lot of sense in terms of efficiency, combining social security, passport, single payer healthcare, free college and anything else that you can imagine would be more efficient when administrated federally, like a driver's license.

Most states require a permit to conceal carry. A handful don't require any permit, and another handful doesn't issue permits unless you're a really special person, like Donald Trump (has a permit to carry as a resident of Manhattan, about as common as a dyslexic zebra with a lisp).

Permits require a background check of criminal databases, which I believe includes involuntary (that is, court-ordered) mental health hospitalizations.

Mental health screenings... different story. Mental health is not as empirical as, say, a criminal background check. I'm sure that some people here feel that a person wanting to own a gun for self-defense is de facto proof of insufficient mental health. "You want to own a gun for the purpose of killing a person? DENIED!"

Of course, if a person is carrying a concealed gun illegally, how would you know?

And, at this point in time, we have no reason to believe that the Las Vegas shooter wouldn't have been issued one, and besides, he used weapons that could not be concealed on one's person.
