I think if target's lawyer knew, you'd have a story in the WaPost or NYT conditioning the battlefield and naming the defendant.

I think it is very likely that the target knows and that there have been negotiations this weekend over the terms of the target's surrender to the authorities.

It seems like Mueller wants to maintain the element of surprise.

I also agree with previous posts that there are going to be multiple indictments. They will come one after the other so that the suspects don't have time for coordination.
