Re Manafort (at least), Why did it take a special prosecutor?

Let's take collusion as a given and agree/hope that the other indictments/pleas substantiate this.

The indictment against Manafort covers crimes going back years. Why did no one begin this investigation earlier? And I'm not talking about earlier in the campaign but earlier in the Obama administrations. Were there no earlier red flags (Russian reference intended)? I mean, this guy was anything but under the radar. Why was no action taken 2, 3, 4, 5 years ago? Hey, maybe that's fine, given the effect on the orange one's campaign, but I do wonder.
